About Enterprise Europe Network Romania

Enterprise Europe Network (EEN) is the initiative of the European Union, being the largest network that supports companies to innovate and develop their activity in other markets, through specialized services provided by experts from over 600 centers, with specific expertise, located in every region of the European Union and not only.

The mission of the Enterprise Europe Network Centers is to provide support to local companies to internationalize their businesses, by offering the following services:
    • Internationalization;
    • Support within the Single Market;
    • Innovation and Technological Transfer;
    • Access to financing;
    • Digitization;
    • Sustainability and resilience.

General objective

The PROSME project will continue and enhance the services of the Enterprise Europe Network (https://een.ec.europa.eu/) from July 1, 2025, to December 31, 2028, in the NUTS1 RO3 statistical region of Romania. It aims to improve the competitiveness and sustainability of SMEs in Europe, especially in the RO3 region, by supporting them in innovation, growth, and expansion processes.
The project will focus on facilitating internationalization, increasing SME competitiveness, promoting sustainable and digital transformation, and strengthening SME resilience. The PROSME consortium leverages strengths and experience gained during 2022–2025 and aligns with the European Union’s political priorities regarding digitalization, sustainability, and resilience.
The main objectives of the “PROSME – Promoting Romanian SMEs through the Enterprise Europe Network” project align with the SME Association’s goals and reflect broader European economic and political priorities:

  • Facilitating SME internationalization through support for accessing foreign markets and using European commercial tools;

  • Increasing SME competitiveness through dedicated assistance for innovation and strategic development;

  • Supporting digital and green transformation through tailored advice for integrating sustainable technologies and practices;

  • Strengthening SME resilience by supporting adaptation to current and future economic challenges.

The PROSME project covers the NUTS1 RO3 statistical region of Romania, which includes the NUTS2 Sud-Muntenia (RO3.1) and Bucharest-Ilfov (RO3.2) regions. It is proposed by a consortium of 12 partners, including regional development agencies, business support organizations, academic and research institutions, and companies.

Specific objectives

The specific objectives address the local business landscape needs:

  • Digital transformation and innovation: EEN support in evaluating and adopting digital technologies.

  • Sustainability and green growth: EEN’s role in guiding SMEs through sustainable business transformations, highlighting PROSME’s strengths in sustainability services.

  • Strengthening resilience: EEN support in developing resilient business models.

  • Access to European opportunities: Opportunities for SMEs to participate in European programs and funding.

  • Access for Romanian SMEs to Horizon Europe and Horizon Europe EIC calls, with tailored assistance.

  • Success and impact: Real economy success stories illustrating the value and impact of EEN on SMEs.

Activities

Through this initiative, the “Magurele Science Park” Association – an EEN partner – will focus on facilitating internationalization, increasing SME competitiveness, promoting sustainable and digital transformation, and strengthening SME resilience. It will also continue to support the development of an innovative ecosystem in the Bucharest-Ilfov region, enhance economic competitiveness, and optimize the exploitation of research results by facilitating technology transfer and implementing collaborative projects.
All services offered are free and can be customized to meet the specific needs of each company.

Work Package 1: Delivering value-added services to clients

I. First-Level services: Information

  • Quick and comprehensive access to information on EU regulations, funding, and market opportunities for SMEs.

  • Use of digital platforms and informative materials (website, brochures, podcasts).

  • Awareness campaigns and events for SMEs.

  • Initial guidance for navigating complex regulatory environments.

  • Standardized services to help SMEs take their first development steps.

II. Second-Level services: Advisory

  • Assessing specific SME needs and developing personalized plans.

  • In-depth coaching and training on digitalization, sustainability, access to finance, innovation management.

  • Support for optimizing business models and growth strategies.

  • Advice on EU financing and application support.

III. Second-Level services: Partnerships

  • Identifying and facilitating cross-border partnership opportunities.

  • Organizing brokerage events and business missions.

  • Ongoing support in creating and maintaining partnerships.

  • Collecting feedback to improve offered services.

Work Package 2: Promotion and Communication

  • Increasing awareness and visibility of the EEN network through campaigns and informative materials.

  • Promoting success stories and the impact of supported SMEs.

  • Positioning the network as a central hub of resources and collaboration for SMEs.

  • Mobilizing partners for collaboration and joint advocacy.

  • Creating, distributing, and monitoring communication content locally and at the European level.

Work Package 3: Networking, Learning, and Development

  • Developing the PROSME consortium’s capacities through training needs analysis and training programs.

  • Participation in centralized and decentralized network training sessions.

  • Involvement in EEN events and working groups (conferences, coordination groups, task forces).

  • Active participation in consortium and national consortia events.

Work Package 4: Network Development and Capacity Building

  • Active contribution to the network’s overall activities, ensuring progress and common results.

  • Full participation in EEN capacity building, networking, and coordination activities.

  • Organizing the annual conference of EEN consortia in Romania according to the rotation principle.

  • Involvement in coordinating the Coordination Group and Network Task Groups.

Work Package 5: Project Management

  • Overall coordination of the consortium and project activities.

  • Internal monitoring and progress evaluation.

  • Interim and final project reporting.

  • Updating staff profiles in the network directory.

  • Compiling and updating tools and methodologies for network partners.

  • Developing the internal quality control system description for partnerships.

Results

For the 2025–2028 period, building on previous PROSME project achievements and objectives, the expected results include:

  • Increasing the number of SMEs connected with other entities across Europe and beyond to facilitate cross-border business cooperation, technology and knowledge transfer, as well as technology and innovation partnerships.

  • Increasing the number of SMEs informed about sustainability challenges and opportunities and their integration into business processes.

  • Expanding the number of SMEs using digitalization to improve their businesses and develop new collaboration opportunities.

  • Increasing the share of European SMEs exporting both in domestic and international markets.

  • Increasing the number of European SMEs involved in European Union programs.

  • Increasing the number of SMEs reporting positive impacts on their activity such as market share growth, revenue increase, cost optimization or savings in international activities, job creation and retention, product/service/process quality improvement, and introducing innovations related to international activities.

The impact of EEN services on SMEs will be measured by market share growth, cost reduction, and increased innovation in SME products and services, especially in digitalization, sustainability, and internationalization. SMEs will become more competitive and resilient to economic challenges, with digital and green technology integration becoming standard.
PROSME will contribute to the growth, internationalization, and economic transformation of the region. By integrating and supporting a sustainable business ecosystem, the project will facilitate the adoption of innovative technologies, strengthen regional collaboration, and increase the economic resilience of SMEs.
